We completed the study of the impact evaluation of an ADB $7.5 million private sector loan to a Mongolian dairy processor under Gender-Inclusive Dairy Value Chain Investment Project on Project Beneficiaries in Mongolia.
The impact evaluation required an endline survey covering around 1300 nomadic herder households supplying raw milk to the dairy processor in 19 soums in 5 aimags (provinces). Combining the data from the endline survey and the baseline survey, which we conducted in 2021, we evaluated the loan’s impact on the herder households’ income, livelihood, and productivity.
The impact evaluation employed propensity score matching and difference-in-difference methodologies to evaluate the relative impacts of the treatment group (project beneficiaries) on the comparison group. The study found significant improvements in among the beneficiary households for the selected impact indicators. The reports on the baseline and endline study provide details on the evaluation methodology, theory of change, data and results.

The study involved a data collection survey covering 2000 farmer households in the states of Uttar Pradesh and Rajasthan.
